JOB DESCRIPTION

iParametrics supports a variety of disaster response and recovery programs at the federal, state, and local levels. One such program is the FEMA Logistics Planning Construction Support Contract, which provides temporary housing solutions to individuals and households affected by natural and man-made disasters. This program involves selecting optimal sites for temporary housing, preparing the sites, coordinating the delivery and installation of the housing units, and ensuring their ongoing maintenance. These projects are field-based and staffed by a variety of technical specialists.
We are seeking experienced Civil Engineers to support FEMA’s Direct Temporary Housing mission. The ideal candidate will have a strong background in civil engineering, site preparation, and construction project management. You will collaborate with FEMA, contractors, and field personnel to ensure the successful delivery and management of temporary housing units for disaster survivors.

RESPONSIBILITIES

  • Provide detailed cost estimates for site preparation, construction, and engineering services related to FEMA's direct housing mission.
  • Oversee site preparation activities, including site layout, demolition, installation, and modification of FEMA-provided Manufactured Housing Units (MHUs).
  • Review contracts, subcontracts, and construction documentation to ensure compliance with federal guidelines and quality standards.
  • Conduct inspections, monitor contractor quality control programs, identify deficiencies, and recommend corrective actions.
  • Ensure adherence to environmental monitoring requirements, including NEPA and Section 7, in coordination with specialists.
  • Facilitate final inspections and ensure the work completed by contractors meets the standards before project handover.
  • Provide guidance on interpreting plans, ensuring compliance with contract specifications, and evaluating the sufficiency of proposed materials and construction timelines.
  • Communicate regularly with management to mitigate construction delays or other project disruptions.

BASIC QUALIFICATIONS

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field from an accredited institution.
  • A minimum of 2 years of experience in civil engineering or construction management, particularly in site preparation and housing construction.
  • Proven ability to review contracts and construction documents, conduct inspections, and ensure compliance with industry standards.
  • Strong project management and organizational skills, with the ability to work under tight deadlines and in fast-paced environments.
  • Proficient in MS Office, including Word and Excel, with the ability to create detailed cost estimates and reports.
  • Strong written, verbal, and interpersonal communication skills.
  • Must be able to obtain and maintain a U.S. Federal Government Public Trust Clearance.
  • Ability to work in field conditions and travel as required.

PREFERRED QUALIFICATIONS

  • Previous experience working with FEMA’s Direct Housing Program or other disaster recovery projects.
  • Knowledge of FEMA guidelines, including NEPA and environmental compliance requirements.
  • Experience with cost estimation for temporary housing, site layout, demolition, and installation of MHUs.
  • Familiarity with post-disaster environments or emergency management projects.
  • Demonstrated ability to coordinate with environmental and construction specialists to ensure project compliance.

Compensation for this position is hourly, $45-60, with overtime, based on experience, background, and skills.
